Does Campaign Monitor have a free plan?

Not a usable one. There is a sandbox that sends to five subscribers so you can test a campaign before committing, but you cannot run a real list on it.

Can I keep my Campaign Monitor templates?

Yes. Export the HTML and import it into Bluey's composer. Campaign Monitor's templates are well built, so they usually come across cleanly — you will want to re-check rendering on mobile clients after import, as with any template move.

Does Campaign Monitor send transactional email?

Through a separate product, Campaign Monitor Transactional, billed separately. Bluey sends marketing and transactional from the same account and the same sending reputation.
